Error "error:install of component has failed 1603" (Internal error 1606) when installing (4311632)

Receive error "error:install of component has failed 1603"  when installing SQL Navigator. 

Since error 1603 is a generic error, I reviewed the installation log ''sqlnav_6.4.0.1930.msi.log' located in

'C:\Documents and Settings\All Users\Application Data\Quest Software\Quest Installer\Logs' (XP)
    or       'C:\ProgramData\Quest Software\Quest Installer\Logs' (Vista and Win 7)

and searched for the entry just above 'Return Value 3' (3 indicates an error)

The following error is detailed:
Error 1606. Could not access network location %APPDATA%\

 

This issue may occur if there is an incorrect setting in one of the following registry subkeys:

• HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
• HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
