QMM Statistics portal is empty. EMWSCA.log contains errors similar to the following:

This could be caused by non-standard time separator being used on the workstations where Statistics Collection Agent is installed. Note the log entries in the above example have timestamps looking like "22/06/2011 15.59.04" rather than usual "22/06/2011 15:59:04"
Logon to computer where SCA is installed with a QMM service account, go to Regional options ->Time and change time separator to : (column)
