The KACE Appliance is getting more than 200 packets/sec on closed ports. 200 is a threshold built into BSD.
You’ll see it on the console of just about every KACE appliance when you restart the appliance as the agents try to connect. Once the services start up and ports are opened (e.g. establish AMP). Once the appliance is fully rebooted the message will stop and show the login prompt.
If your KACE appliance can be accessed via the webgui, check to see that all services have started successfully at Settings | Support |Troubleshooting Tools | Edit Mode | Test | Services.
