This issue has been logged as defect FOM-1169 and has been fixed in the 220.127.116.11 and higher releases of the Oracle cartridge.
After upgrading to this new cartridge version, the following steps will be necessary if the Host Agent has been unregistered or stops submitting data after the upgrade:
If these steps are not done, the Foglight will detect that the Host agent still exists and will not create the Host agent automatically after failover.
Alternatively, the Host agent can be created manually after doing steps 1 and 2. Foglight will not mistakenly unregister/remove the Host agent.
