By default, Microsoft Exchange 2010 uses client throttling policies to track the bandwidth that each Microsoft Exchange user consumes and enforces bandwidth limits and limits concurrent RPC connections as necessary. The default Exchange 2010 throttling policy may cause performance issues with the Archive Manager services responsible for archiving items from Exchange mailboxes.
