When viewing message in the Archive Manager website, the reply, reply to all, & forward buttons are not present.
There is no email address configured for the account that is used to view this message.
Open up the Administration UI for Archive Manager
Click on the Logins Snap In.
Find the users login.
Under Email Address add a valid email address.
The buttons will now be displayed at the top of the message.
