When opening archived messages with stripped attachments in Outlook, message body is reconstructed but attachment does not get restored.
"Error restoring part 1 (IPM.Note.AfterMail: ): Outlook Form: error 500: Unable to load XML: The following were not closed: aftermail, message, html."
Cause

An old version of Archive Manager Offline Client installed in workstation which has a bug with the encryption.
Resolution

Uninstall the old version of Archive Manager Offline Client resolved this issue.
