The only suggestion would be is to have a staging 8.53 peopletools. You can then use the mass migration to migrate all the csr from 8.53 to 8.53 staging. From 8.53 staging, you will have to run the upgrade script that peoplesoft provided to upgrade to peopletools 8.54 then you can push it to the target db.
In other word, the short answer would be no. PeoleSoft do not allowed users to migrate from 8.53 to 8.54 tools or vice versa. Therefore, Stat does not have any utility to bypass PeopleSoft limitation.
