Not able to save CSR on web client after taking away the "CSR Open By - Change" user right

When "CSR Open By - Change" security right is taken away from Stat users' assigned user class, user cannot modify fields such as "priority" in web client and save the CSR. The priority field is not grayed out. User can still choose other values from Priority drop down menu in web client but CSR does not get saved and there are no errors messgaes.
原因
This is caused by an issue with Stat 5.7.0 web client code.
解决办法
RESOLUTION:
This Hotfix applies to the Stat Central Agent. Refer to the Stat_5.7.1HF-a_Readme_20140722_Eng.pdf or Knowledgebase solution 127408 for additional information and instructions on implementing the fix.
This hotfix also addressed the following issues:
Web Client edit issues when CSR edit rights are restricted by field
CSR pages fail to render if last workflow status has no output transfer
CSR pages fail to render due to data type issues – non ascii characters, apostrophes
Alt Phone # is missing on New CSR web page
CSR can be edited if user has “take ownership” right
Web: CSR does not go into Read Only when reassigned to other user
