If final has been built, does the source database need to be up during migration?

We have a scheduled outage of a QNA Peoplesoft environment at about the same time we plan on migrating projects from QNA to production. If we build the final while QNA is up, can we later migrate that final to production without QNA being up?

The source db does not need to be up during migration to Production.
