No warning when creating duplicate or conflicting shortcut keys. (63112)

No warning when setting shortcuts, that there is a duplicate used or a conflicting shortcut key.

Everytime a shortcut is entered into the shortcut text box there is an error dialog box which makes it not so easy to identify the duplicate shortcut key.

There should be a list like of all short cuts and indicate duplicates, so that it will not be necessary

to go key by key and have to select the drop down to see if the key is already in use. Toad should populate automatically.
