Steps to resolve issue:
1. Locate your C:\Documents and Settings\<user_name>\Local Settings\Application Data\Quest Software\Toad for SQL Server X.X folder
Note: where user_name is the user you are logged into Windows as
i.e. Error with Toad for SQL Server 3.2 for user Guest
Rename the folder Toad for SQL Server 3.2 in: C:\Documents and Settings\<Guest>\Local Settings\Application Data\Quest Software\
2. Rename this folder to Toad for SQL Server 3.2.old
3. Startup Toad for SQL Server 3.2
