Replication steps:

create user TESTUSER no authentication;
alter user TESTUSER default role none;
grant connect to TESTUSER;
alter user TESTUSER default role connect;

In Toad open the Schema Browser | Users tab

Click on TESTUSER and then on the 'Script' tab
