Project Manager should display a warning message when copying a folder item to another project

When dragging and dropping a folder item to another folder and the destination folder already has that file in it , and that file is Read-Only then TOAD project manager should display a warning message.
If the file in the destination folder is not read-only then the copy happens without a problem.

Without a warning message, it looks like the copy was successful when, in fact, it was not overwritten.
Resolution

WORKAROUND
Make sure that the file is deleted first from the destination folder or change the property of the destination file.
