Launching Toad 9.0.0, user gets error message "Operation not supported on selected printer" or an Access Violation and is unable to launch an Editor window.
WORKAROUND 1
1. Launch Windows Printers & Faxes folder
2. Select another printer as the "Default Printer"
3. Re-test the issue
WORKAROUND 2
1. Launch Windows Printers & Faxes folder
2. Locate any invalid or not connected printers
3. Uninstall or delete the invalid or not connected printers
4. Re-test the issue

Issue fixed in version 9.0.1. The latest version of Toad for Oracle can be downloaded here.
In Toad for Oracle 9.0.1, this error may come up if you have printer software installed but the printer in NOT physically connected. Make sure the printer is connected.
