User remote logs in to a jump server (e.g. Windows 2003) to access a local install of Toad. There is only one regular account that the user logs into the server with. When the user tries to connect with Toad, the user gets the error "Can't initialize OCI, error -1." When the user tries to log in with SQL PLUS, it will disappear.
Regular server account with member of administrator do not have this issue; however, the SysAdmin does not want to give the member of administrator to the regular server accounts.
This is a Windows rights issue. Certain rights are missing that prevents users from accessing Oracle.
The problem can be resolved by granting the Windows System Security Policy, "Create Global Object," privilege to the regular server account.
