WORKAROUND 1:
One can setup the Report Manager to export the report to a file, afterwards use the automation designer to setup an action that will e-mail this file.
WORKAROUND 2:
This issue is fixed in the current beta. Join the beta program to use the current fix.

WORKAROUND 3:
(This is probably the best workaround)
User can work around by editing ToadMail.ini (C:\Users\\AppData\Roaming\Quest Software\Toad for Oracle\\User Files )and adding or editing the [Reports] section.
Below is a sample what it should look like:
[Reports]
FromAddr=[email address]
FromName=Toad
ReplyTo=[email address]
Subject=Reports Manager
Priority=normal
TO0=[email address]
Make sure that Toad for Oracle is closed when you make this edit.
STATUS:
Waiting for fix in a future version of Toad for Oracle.
