I am having issue with runaway session consuming massive amounts of resources. I am looking to understand more about resource restrictions and possible configurations within the tool to stop users/sessions from causing the same problems again.

Being that Toad is more of Development tool then a DBA tool, there isn't much that can be done inside of Toad. Restriction should be set on the database side by Oracle DBA.
However, if you have Toad with the DB Admin module, there is an option to create a Profile to limit user resource on the database. Then assigning the profile to the users.
If you have a DB Admin module it will show up under your Help | About menu and you can access the Profile tab in the Schema browser to create a profile.
