Debugging on triggers using Step Over fails to go to the correct lines (4242707)

When using the Step Over feature to debug a trigger, Toad misses certain lines in trigger and highlights empty lines in the script. When it starts debugging it jumps to the BEGIN clause and when the Step Over button is clicked again, the cursor jumps to a random line.

Steps to replicate:

1.  Load Trigger into the editor
2.  Click the 'Step Over' button
3.  Click 'Yes' to compile now
4.  Set the execution parameters
5.  Click Execute

Actual Results:  The cursor will start at the BEGIN statement  (in 10.5 it starts at DECLARE). When clicking on the Step Over button again, the cursor goes to a random line as opposed to the next executable line.
