Does the Code Completion / Toad Insight window (that already exists in the main Editor) work in the Create New View | Script window?
Resolution

WORKAROUND:
Create the View in the Toad Editor, where it's possible to use this functionality.

STATUS:
Enhancement request ER 56487 has been submitted to Development for consideration in a future release of Toad for Oracle.
