"Auto Optimize SQL" never executes SQL. Stats note as "Pending" or "Not executed" even after it s (4225768)

Working in the editor with a query and click "Auto Optimizer SQL". The built in Tuning feature within Toad comes up and starts to run. Alternatives are generated and the statements seems to execute as there progress bar and message appear and seems to run through without any problems. But when it finishes, the "Elapsed time" never gets updated. For each SQL listed, it notes "Pending" or "Not executed", even though processing has finished and it seems to have been executed.

This only seems to be an issue with queries that use a bind variable that takes in a data value. The query itself runs fine in the editor (F5 execute as script or F9 run as statement). Trying various date formats does not help. NLS parameter for date format matches what is bring entered.
