Fatal Error appears when installing Toad 9.1 in Windows Vista.
After extracting the .msi and double-clicking it, the installation doesn't complete. The following error appears:

Resolution
Ensure you are signed in as the Administrator user in Windows Vista to run the installation.

Additional Information
When extracting the Toad .msi file from the main installer, the .MSI installer for Toad finishes extracting at 31% on the progress bar. This is not an issue that the .msi hasn't extracted fully.
The Toad .msi installer is approximately 68MB. This is a file within the main 'Toad for Oracle 91' installer, which is approximately 215MB.
