"ORA-24450: Cannot pre-process OCI statement" error when run or execute a query statement. (4295481)

Gets the error below when running or executing a query statement using F9 or F5.  Is SQL Plus, the query runs fine. 

"ORA-24450: Cannot pre-process OCI statement"
