Error received when connecting to a Database:
"Can't initialize OCI Error -1"
OR
"Initialization error
Could Not Locate OCI.dll"
The 'Oracle Connector for Outlook' (Outlook/OCFO) application affects users from connecting to the Oracle Servers. There have been other reports that Outlook/OCFO affects other Oracle applications, including Oracle's Enterprise Manager.
RESOLUTION 1:
Verify that the Outlook and/or OCFO is closed before connecting to an Oracle database.
RESOLUTION 2:
See Additional Information section below for Known applications to be in conflict with Toad for Oracle.
RESOLUTION 3:
Upgrade the Oracle Connector For Outlook (OCFO) to version 10.1.3.

RESOLUTION 4:
Also the error can occur when attempting to connect using Windows Vista with a 10.2.0.1 Oracle Client.
A special version of Oracle Client, namely 10.2.0.3 Patch 2 for Vista needs to be installed on the machine, in order to make the connection possible.
RESOLUTION 5:
Verify and make sure your Windows User has full access control on the Oracle 10g Client directory. If you have Oracle 10g Developer, make sure you add full access control to that directory as well. On Windows Vista, change properties of program to run as Administrator.
RESOLUTION 6:
Right-Click the Toad for Oracle shortcut | click on "Run as Administrator".
RESOLUTION 7:
For Windows 7 or Vista, right-click the Toad for Oracle shortcut | click Properties | click Compatibility tab | check-mark "Run this program in compatibility mode for:" | choose Windows XP SP2 or 3.
RESOLUTION 9:
Re-install the Oracle Client and ensure you right-click the installer file and choose 'Run as Administrator'.
RESOLUTION 10:
Upgrade your Oracle Client to a version that is 10.2.0.4 or later, preferably 11g.
RESOLUTION 11:
Turn off User Account Control (UAC) in Windows.
Windows 7:
1) Go to Windows Start menu | under the Search field | type: UAC.
2) Move the slider bar to the lowest (disable notifications or never notify).
3) Restart computer.
4) Re-test the issue.
