The Data Grind, DBMS Output, Script Output, etc... panels always open up pinned.
Resolution

Follow these steps to unpin the panels

1. Go to View Menu and select Options.

2. Go to the options Behavior inside the Editor section and uncheck the option

Restore unpinned panels on new data

This is a new feature starting on Toad for Oracle 15.1
