Import-wizard ignoring tables when trying to import from an empty file.
Description

When trying to import 3 csv files, where the first csv file contains data, the second is empty and the third also contain data.
Once all csv files has been configured to import data to their respective tables, the import operation fails to import the third csv file.
The third csv file is ignored because the second csv is empty.
