When copy a block from one side to the other side user can start dragging the object with mouse AND THEN press and hold Ctrl button. In other words - press Ctrl button only when object is captured and held with the mouse pointer.User wanted to allow the Cntl button to be pressed BEFORE dragging, not AFTER
