Would it be possible to disable the Query Builder in Toad? (4335698)

Would it be possible to disable the Query Builder in Toad?
The reason for that is that there is a security breach during the following scenario:
We have two  users, say user A with advanced rights on  specific data  and user B who has read-only rights on the same data set.
User A logs on and saves his password using the "Save Pwd" checkbox.
User A uses the Query Builder to create a SQL (*.tsm file) and saves this file.
Then User B logs on and he is able to execute the saved SQL statement in .tsm file.
