Cause
User deleted all folders related to Toad for DB2.

Resolution
1. Restore the deleted folder: C:\Program Files\Quest Software\Toad for DB2 4.7 OR
2. Use Regedit, export registry to save, then search ('find' command) Toad for DB2, delete all entries just found.
