All of the creators (schemas) within the database should appear. Toad appears to be filtering the list. From another view of just the schemas, many more databases are present.
running select distinct(creator) from sysibm.systables; has no problems getting all the distinct values in the Creator column.
Thus the user is not able to see all the schema names in the drop down lists.
