"Microsoft .NET Framework is not installed". -
Cause
User does not have access to read the registry or the registry key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\.NETFramework\policy\v1.1 does not exist.

Resolution
Toad DB2 installer checks for the existence of the registry key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\.NETFramework\policy\v1.1. If the registry key does not exist or if the User cannot access the registry key the installer will not proceed.
1. Verify that the User can read the registry.
2. Verify that the above registry key exists. If the registry key does not exist, reinstall Microsoft .NET Framework.
NOTE: Toad for DB2 1.0 requires specifically .NET 1.0. Toad for DB2 2.0 requires specifically .NET 2.0. Upgrade to .NET 2.0 if upgrading to Toad for DB2 2.0
