User tried to explain plan from Toad for DB2 v 4.7 with any SQL statement (like Select * from syscat.packages) and got error 'Explain plan not available for this statement'
It was caused by the DB2 setting of:
DB2_COMPATIBILITY_VECTOR=ORA
STATUS
Waiting for a fix with CR 79040 on a future release of Toad for DB2.
