Modification and Creation Time in the Properties tab for Database objects are missing (4373742)

Modification and Creation Time in the Properties tab for Database objects are missing with SQL connections.

Steps to reproduce - 

- Start TDP and establish a data source connection (e.g. Microsoft Azure SQL)
- Select a table in the Object Explorer
- Choose the “View Details” option from the right-click menu
- Navigate to the “Properties” tab
- Confirm that there are Date and Time values for the Modification Date and Creation Date attributes
- Go back to the Object Explorer and click the “Alter the selected table” icon
- Confirm that the “Alter Table” window appears
- Close the “Alter Table” window
- Again, navigate to the “Properties” tab
- Confirm that there are ONLY Date values for the Modification Date and Creation Date attributes – time values are missing
