Toad Data Point does not use the NLS parameter settings correctly to format the string it produces in the anonymous block in a manner that can be implicitly converted by Oracle into a Date. Instead, when the implicit conversion fails, TDP issues an unhandled Run Execution Error whose base cause is:
"ORA-01843: not a valid month ORA-06512: at line 2”
If the Date Format is manually changed or edited, it then causes the error:
"Object reference not set to an instance of an object"
From then on, the same procedure will now continually get the "Object reference not set to an instance of an object" error.
