There is not a native solution for this task, but it is possible to arrange simple workaround.
1) In Google Drive website publish the spreadsheet and copy the link which allows downloading the spreadsheet as CSV file. The link looks like this:
https://docs.google.com/spreadsheets/d/1R4FTWxRwFXsMb3_4NJXu0ual_fiXryYakeDZbD75cAl/pub?output=csv
2) Because Toad Data Point is not able to execute PowerShell scripts, it is necessary to create a .bat file which will call the PowerShell file.
Content of "download.bat" file:
Powershell.exe -File C:\download.ps1
Replace the -File parameter with the path to your location of the PowerShell file.
Content of "download.ps1" file:
$client = new-object System.Net.WebClient
$client.DownloadFile("https://docs.google.com/spreadsheets/d/1R4FTWxRwFXsMb3_4NJXu0ual_fiXryYakeDZbD75cAl/pub?output=csv”,“C:\test.csv”)
Replace the first parameter of the DownloadFile procedure with your own and the second parameter with the path where you want to download the file.
3) In Automation use the Run Program block to run the .bat file.
This will invoke the download of the Google spreadsheet anytime the block is called.
