Error, "can't create databases 'data_root'; database exists and is owned by another user" when republishing a job as a non-root user
Description

There are several jobs published in Toad Intelligence Center (TIC) by a root user. However when a non-root user connects to TIC, goes to the job that was created by root, then tries edit it and then attempts to re-publish it; the following error occurs:
Error, can't create databases 'data_root'; database exists and is owned by another user
NOTE: Jobs published under normal user accounts don't have this issue.
