Server connection fails - The Network Adapter could not establish the connection (73966)

We are moving to Peoplesoft 9.1 and we have new servers. I have set up the new servers on Stat and our security guys have opened the firewall. Using the Stat desktop version, the connection is successful but when I test connect on stat web version the connection fails with the following message for Database servers:
" Verify Connection Error--Io exception: The Network Adapter could not establish the connection."

And this message for file servers:
java.net.ConnectException: Connection timed out

After opening the local firewall on the new server the problem has been resolved
