Override capturing does not capture when Status rules are set to prevent migrations
Description

When workflow Status rules dictate that an Environment may not be migrated to, but the user has the Workflow Override security right, the popup to capture the override reason is not appearing.
The underlying override Audit tables and verified the following:
1. override table 1 captures workflow TRANSFER overrides
2. override table 2 captures Migration APPROVAL overrides
3. override table 3 captures Patch APPROVAL overrides
There should also be a table to capture STATUS overrides. That is the missing Piece.
