Solution:
1. Go to Maintenance | Stat Central Agent | Email Settings and make sure to set up SMTP (Outbound) and POP or IMAP connection for Inbound. Check "Allow Inbound Approval Emails"
2. Go to the Approvals tab and choose fields user would like to include on the email
3. Go to Maintenance | Domain Specific | Business rule| click New and Select Past due Status Approval Escalation in the event drop down list. Choose type Mins and set to 15
Note: You can choose to fire once per CSR or multiple times if user hasn’t approved the CSR.
4. Go to Send Email tab and select fields to include in message. Sent to tab need to be set to approver, status transfer
5. Set up Check for past due job. Go to Maintenance | Stat Central Agent | Job Maintenance
6. Specify how often you want the job to run.

9. Open the CSR for which you have the Workflow in use.
10. Send the Approval Request to the User.
11. Check for the approval message in the Approval user inbox. Timestamp: 11:29. To be able to trigger the BR I have to let the 15 minutes pass without responding this email.
