Resolution
The stat license type will determines whether the user is licensed as a Technical user if full access to Stat or as a Functional user, which has limited access and is not allowed to perform object management tasks. Here are the details:
Goto Maintenance | General | System Maintenance | License, it should tell you the number of Technical and Functional Licenses for your site.
Technical users have access to all Stat functionality and are only limited by their assigned user class rights.
Functional users are limited and do not have access to the following areas in Stat:
• Maintenance
• Migration Management (except Migration Approvals)
• Object Management
• User Options | PeopleSoft Options
• User Options | Pre/Post Migration user parameters
• The Object Management window
Both types of users have full access to web client.
