How to prevent this tool from running on the Production Box? Is there a way to block user from accessing the database with SQL Optimizer for Oracle?

Resolution
There is no control on SQL Optimizer to limit which database you can access. As long as users have the credential to log in to a particular database, they can do so through SQL Optimizer.
Two possible workarounds:
1. Don't install SQL Optimizer component for the end user, just install the Toad for Oracle. When running the Toad installation, uncheck the SQL Optimizer so it will not be install.
2. Use a license key for Toad for Oracle Base or Professional version. Only Toad for Oracle Xpert license key will have the access to run SQL Optimizer.
