After installing SQL Optimizer for Oracle 7.4, via the Administrator user, when signing into the same machine as a normal Windows user, on the startup of SQL Optimizer 7.4, it prompts for the location of the installer .msi file.
Version 7.4.0 has some code that needs write access to the HKEY_LOCAL_MACHINE registry entry. This causes the problem when launching the application using the normal user.
