Enhancement to support monitoring on a schedule when instances should be up -
Description
Currently the way Spotlight works is to assume the instance is up and allow blackouts for when instances might be down.
In a dev/ops environment there is orchestration to bring instances online at specific times for certain processes. This is typical in AWS/Azure environments for cost optimization.
This request is similar to blackouts but with opposite purpose so that a schedule is given per instance on when it should be up, start collecting at these times and then alarm if there is an issue.
