The CPU Usage Wheel doesn't show percentage on the SQL Server Side. It does show a percent on the windows side. Error message
CPU information for the OS cannot be collected unless an OS is specified

Resolution
Open the connection that is having the issue. Right click on the SQL Server connection and select Properties. There will be a 'Link OS connection' field. Populate that with the OS connection and click OK.
