DCOM port range is set to <port_number> to <port_number> and rebooted the server, but seems the QuestOOPCollector.exe cannot make a connection within the port range.
TCP port 135 is not open for internal traffic.
1. Open up TCP port 135 to internal traffic. (It may also be necessary to open up UDP 135)
2. netstat -bn or netstat -a -b may not show the port range se being used by [QuestOOPCollector.exe]. If this is the case, user can use the TCPView tool which is downloadable from Microsoft at http://technet.microsoft.com/en-us/sysinternals/bb897437
To check what port [QuestOOPCollector.exe] is using, issue netstat -bn or netstat -a -b in the command prompt.
