Unable to sign into the Spotlight Essentials service with a proxy enabled.
No error is reported by the client.
Ports 80 and 443 open on the diagnostic server.
The proxy was the root cause of the issue.
Once disabled the sign into spotlight essentials was successful.
RESOLUTION
Spotlight on SQL Server Enterprise posts email and password to sign in to "https://api.spotlightessentials.com/auth"
The workaround in this instance was for the network IT team to whitelist the URL "https://api.spotlightessentials.com/auth" allowing a successful sign-in and data upload.
If a connection is not successful, run the attached utility to test the connection:
