Resolution
Create new database user for Predictive diagnostic and manually execute script in
{Spotlight on Oracle home}\Plug-ins\Ppcm\OracleScripts
For Oracle 11g R1 and lower: ppcm_upgrade_pre11gR2.sql
For Oracle 11g R2 and higher: ppcm_upgrade_post11.R2.sql
