If you have purchased a Toad for Oracle DBA Suite license key, Spotlight on Oracle will be licensed by this Toad license with certain limitations. You can verify this by going to Spotlight's Help | About Spotlight | View/change product license; there will be a line stating - Licensed by: Toad for DBA Suite for Oracle. For more information about licensing terms, please contact our License Department.
