The SPOTLIGHT.QUEST_PPCM_SQL_TEXT is an object used by the Predictive Diagnostic feature.
Predictive Diagnostics allow Spotlight to collect and analyze performance metrics for an Oracle database in order to predict its future behavior. In doing so, it identifies:
a. SQL statements ("degrading SQL") whose performance may not scale adequately in the future as data volumes and SQL execution rates increase.
b. Waiting events ("bottlenecks") that may in the future affect database throughput and response time.
c. Database resources (CPU, memory, and disk I/O) whose limitations may in the future affect database performance.
By default data is set to be stored for 365 days. If you are not using Predictive Diagnostic or if you don't need to keep data for 365 days, you can change the data collection interval and retention time.

1. Connect from Spotlight to the Oracle Schema in question
Note: This is a must or the setting options won't appear
2. Go to View | Options | Predictive Diagnostics and click on these options to change the Data Collection Interval and Data Retention Period
