Is there a minimum network bandwidth requirement between the monitored database server and Spotlight client?
There is no known minimum bandwidth requirement. Basically Spotlight fires rexec/ssh commands to gather OS data and SQL*Net connection for database information. So any limitation, if any, will come from these native connections.
